To further the desirable future development of the Village under the master plan, the Village Planning Commission, after the master plan is adopted, shall prepare or cause to be prepared a capital improvements program of public structures and improvements, showing those structures and improvements in general order of their priority, for the following six-year period. The proposed capital improvements program shall be subject to final approval by the Village Council.
