Whenever the Village Council, in its sole discretion, believes that it is necessary or desirable in the best interest of the public to hold any additional hearings other than those specifically provided for in this chapter, in the Cable Act or in the FCC Rules, it may do so upon providing reasonable notice thereof to the cable operator and to the public.
