Following the public hearing held pursuant to § 115.07, the Village Manager shall prepare or cause to be prepared a written report and recommendation for the Village Council’s decision pursuant to § 115.09. The Village Clerk-Treasurer shall send a copy of such written report to the cable operator at the business address set forth in its filing under § 115.03 at least 20 days before the Village Council acts under § 115.09. The cable operator shall have ten days from the mailing of said written report to file ten copies of a written response to the report with the Village Clerk-Treasurer. If at least ten copies of a written response are filed by the cable operator within such ten-day period, the Village Clerk-Treasurer shall forward the response to the Village Council.
