After a cable operator has filed its existing schedule of rates or a proposed increase in rates, the existing schedule of rates will remain in effect or the proposed schedule of rates or rate increase shall become effective 30 days after filing with the Village Clerk-Treasurer as provided in § 115.03, unless tolled by a tolling order issued by the Village Council pursuant to the FCC Rules. The Village Council may toll the 30-day deadline for an additional 90 days in cases not involving cost-of- service showings and for an additional 150 days in cases involving cost-of-service showings.
