§ 11.2 PURCHASING AND CONTRACTUAL PROCEDURE.
   Before making any purchase or contract for supplies, materials, equipment, or contractual services, opportunity shall be given for competition, under such rules and regulations, and with such exceptions as the council shall by ordinance prescribe.
