Application for a permit to conduct an outdoor assembly must be made in writing on such forms and in such manner as prescribed by the Clerk-Treasurer of the village and shall be made at least 45 days prior to the date of the proposed assembly. Each application shall be accompanied by a nonrefundable fee set from time-to-time by resolution of the Village Council.
