No registration or permit issued under the provisions of this chapter shall be transferable, unless specifically authorized by the provisions of this chapter. No registration or permittee shall, unless specifically authorized by the provisions of this chapter, transfer or attempt to transfer his or her registration or permit to another nor shall he or she make any improper use of the same.
