All fees for the renewal of any registration which are not paid at the time the fees shall be due, shall be paid as late fees with an additional 25% of the registration fee required for the registrations for the first 15 days that the registration fee remains unpaid and thereafter the registration fee shall be that stipulated for the registrations plus 50% of the fee.
