In all cases where the certification of the Chief of Police is required prior to the issuance of any registration by the Village Clerk-Treasurer, the certification shall be based upon a finding that the person making application for the registration shall have conducted his or her business in conformance with all laws of the state and the village, shall not have conducted any illegal activities in conjunction with this business and shall have supervised or controlled his or her business in such a manner as to prevent illegal or unlawful activities from occurring on his or her property or within his or her business.
