In all cases where the certification of the Fire Marshal is required prior to the issuance of any registration by the Village Clerk-Treasurer, the certification shall be based upon an actual inspection and a finding that the premises in which the person making application for the registration proposes to conduct or is conducting the trade, profession, business, or privilege, complies with all the fire regulations of the state and of the village.
