(A) Except as otherwise herein provided as to certain registrations, the registration year shall begin July 1 of each year and shall terminate at midnight on June 30 of the following year. Initial registrations shall be issued for the balance of the registration year at the full registration fee except where otherwise expressly provided for certain registrations.
(B) Registration applications for registration renewals shall be accepted and registrations issued for a period of 30 days prior to the annual expiration date.
