The fact that a registration or permit has been granted to any person by any other governmental authority or agency to engage in the operation, conduct, or carrying on of any trade, profession, business, or privilege shall not exempt the person from the necessity of securing a registration or permit from the village if the registration or permit is required by this chapter.
