Each ordinance passed by the Council shall be published at least once in a legal newspaper of general circulation in the village within fifteen (15) days after its adoption by the Council. The publication requirement shall be met if a synopsis of the ordinance is published and the publication includes a notice that a complete true copy of the ordinance is available to the public at the office of the Village Clerk. All ordinances of the village shall become effective immediately upon the publication thereof, unless a date upon which an ordinance shall become effective, which is subsequent to the date of the publication thereof, is specifically provided in the ordinance itself. The publication of any ordinance in full after its final passage as a part of the published proceedings of the Council shall constitute publication of such ordinance as required herein.
