§ 92.103 COST OF REMOVAL TO BE PAID BY OWNER; REMOVAL BY VILLAGE; COLLECTION OF COSTS.
   (A)   The cost of removal of litter and/or abandoned building materials as herein defined shall be paid by the owner or owners of the premises from which they are removed, in the event of the failure of the owner to remove such litter and/or building materials, the village may use its employees or contract for the removal at its expense and when such cost has been determined, the Village Clerk-Treasurer is hereby authorized and directed to bill the owner or owners the cost of such removal.
   (B)   In the event of failure of the owner or owners to pay such costs, the Village Manager is hereby authorized to hold a constitutionally authorized due process hearing, and after such hearing, if the decision of the hearing officer is that the charges are just and owing to the village, the same may be added to the next ad valorem tax roll for collection and collected in the manner of ad valorem taxes.
