The existence on any real property within the village or any condition which presents a serious hazard to the health or safety of the public, or of any structure which is so damaged, decayed, dilapidated, unsanitary, unsafe, or vermin-infested, that it is a serious hazard to the health or safety of the public is hereby declared to be a public nuisance.
