It shall be unlawful for any person or firm owning or occupying any real property within the village to cause or permit the existence thereon of any condition which presents a serious hazard to the health or safety of the public, or to cause or permit the existence thereon of any structure which is so damaged, decayed, dilapidated, unsanitary, unsafe, or vermin infested that it is a serious hazard to the health or safety of the public.
