The owner(s) or occupant(s), or both, of any lot with a sidewalk that abuts, is adjacent to, or is located within a public right-of-way shall remove all naturally accumulated snow and ice from the sidewalk within 24 hours. Failure of the owner(s) or occupant(s) of any lot to remove naturally accumulated snow or ice from such sidewalk within said 24-hour period shall be a municipal civil infraction.
