Each owner notified to construct or repair a sidewalk shall comply within the time established by the notice, such time to be what a reasonably prudent person would consider reasonable under all of the circumstances. If the owner fails to act as noticed and by civil action, the village is compelled to pay damages for any injury sustained because of that failure to act, the owner shall be liable to the village for the amount of damages paid. The village may take whatever action available to collect the amount owed.
