The Village Council may order the owner of a lot without a sidewalk within the street right-of-way for the distance the lot abuts or is adjacent to that right-of-way to build one. When the Council takes this action, the Village Clerk-Treasurer will give notice to the owner of the affected lot to construct the sidewalk within the time established by Council.
