Each applicant for a permit to open a street shall pay the estimated costs, to be determined by the Village Manager, of restoring the surface of the street to its proper condition. If the applicant restores the surface promptly to the reasonable satisfaction of the Village Manager, the deposit shall be refunded. The Council may, from time to time by resolution, set up a schedule of rates for restoration of surfaces of streets, which rates shall be followed in estimating cost of restoration.
