§ 33.062 EMERGENCY PURCHASES.
   (A)   By Village Manager. In case of an emergency, the Manager shall be empowered to secure any equipment, supplies, or contractual service by open market procedure as herein set forth, at the lowest obtainable price, any supplies or contractual service in an amount not to exceed $10,000. A special Council meeting shall be called before any emergency purchase exceeds $10,000.
   (B)   Recorded explanation. A full report of the circumstances of an emergency purchase shall be filed immediately by the Village Manager with the Village Clerk-Treasurer, shall be reported to the Village Council, and shall be open to public inspection.
