All persons committed to the custody of the Police Department of the town by the Judge of the Municipal Court of said town, shall be kept by him or her at the county jail. For this purpose, the Police Department of said town is authorized to incur indebtedness on the part of said town to the Sheriff of the county. Any defendant so committed after conviction of failure to pay the fine, costs and fees against him or her may be discharged after he or she has remained in jail a sufficient length of time to satisfy such fine, costs and fees at the published rate of the County Court System.
