§ 32.18 SPECIAL AND EMERGENCY MEETINGS.
   (A)   An emergency meeting is one held in case of emergency or urgent public necessity where only two hours notice thereof is required by the Texas Open Meeting Act, codified as Tex. Rev. Civ. Stat., Art. 6252-17.
   (B)   A special meeting is any meeting other than an Emergency meeting or a Regular meeting. An emergency or special meeting may be called by the Mayor or four of the Council members.
   (C)   The person or persons calling such meeting shall be responsible for complying with the notice provisions of the Texas Open Meetings Act (Tex. Gov’t Code, Chapter 551).
   (D)   The time at which the meeting shall begin must be the time specified in such notice.
