(A) That portion of Creekside Drive located within 300 feet of County Road Thirty North (CR 30N), is hereby divided into two roadways and the Mayor is hereby instructed to cause to be erected in the intervening space a physical barrier or section containing another clearly marked obstruction so constructed as to impede vehicular traffic. Every vehicle driven upon the above-mentioned portion of Creekside Drive in a northerly direction shall be driven upon the most easterly side of said roadway and all vehicular traffic traveling in a southerly direction shall be driven upon the most westerly side of said roadway.
(B) No vehicle shall be driven over, across or within any dividing space, barrier or section established pursuant to the provisions of division (A) of this section.
