The owner(s) of any building alleged to be a dangerous structure or substandard building shall receive written notice by certified mail, return receipt requested to the address of the building in question and to the last known address as indicated on the tax records for the town, the town shall also send a copy of it by regular mail at the above address. A certificate under oath by the person mailing it to the owner(s) on behalf of the town is presumed to be valid notice.
