§ 130.04 INTOXICATING SUBSTANCES.
   (A)   Definition. As used in this section, the term INTOXICATING SUBSTANCE means any substance other than alcohol capable of producing in any individual a degree of intoxication which may endanger such individual or another and which would justify an arrest under Tex. Penal Code, § 49.02, if such individual were to appear in a public place under the influence of such substance to such degree.
   (B)   Possession. No person shall possess any intoxicating substance other than alcohol.
   (C)   Exception. This section does not apply to the possession of intoxicating substances when the possession is specifically authorized or prohibited by state law.
