Each and every person seeking a permit under the provisions herein shall pay an application fee of $100. Such fee shall be paid by the person desiring such permit and shall be payable at the time of the application. This fee shall be charged to help defray the cost of administration incident to said permit. This fee shall not be prorated or refunded to the applicant regardless of whether or not a permit is issued.
