The operator of any motor vehicle which strikes a domestic animal within the corporate limits shall stop at once and render such assistance as may be possible. If such animal has attached to it anything on which is set forth the name and address of the owner, the operator shall immediately notify such owner; otherwise, such motorist shall immediately notify an officer charged with the responsibility for enforcing this chapter and such officer shall make every reasonable effort to notify the owner of such animal and shall attend to disposition of the animal if it is dead.
