(A) A building permit shall not be issued for any building which does not conform to the plan; except that, a reasonable adjustment to location and gross floor area of individual buildings may be granted after a review of the Planning Commission.
(B) If the Planning Commission does not approve the adjustment, then the developer shall proceed in accordance with the final plan.
