Merchandise displayed for sale outside of an enclosed building in any C-1 Zone is permitted; provided, the following conditions are complied with: the owner or tenant of an operating business shall apply for a permit from the Zoning Administrator prior to each display. Each display may be issued for any number of days, but each business shall be limited to 60 days of display per calendar year. Permits shall be issued only to businesses operating from an existing building.
