§ 5-907 LIEN.

In order to redeem any impounded vehicle, the owner shall pay the removal and storage charges which shall be a lien against such vehicle; and, in addition, if the vehicle is of a type required to be licensed, shall procure for and affix to such vehicle current license plates and registration before removing it from the storage pound under its own power.
