The Chief of Police is hereby authorized and directed to remove or have removed any such presumptively abandoned vehicle and to convey the same to a storage pound and to there store the same until redeemed or disposed of at the risk and expense of the owner thereof. Neither the Chief of Police nor the city shall be liable to the owner for any loss or damage to such vehicle in the removal or storage thereof.
