§ 5-501  REGISTRATION; OPERATOR AND VEHICLE LICENSE.
   No person shall operate a motor vehicle upon any street, or public highway without having first registered the same, and without first having obtained a motor vehicle operator’s license as provided by the laws of the state. It shall be unlawful for any person to operate a motor vehicle upon any street or alley during the period that his or her operator’s license has been revoked or canceled.
