Any person may haul his or her own garbage accumulating or originating on premises owned or occupied by him or her, but shall provide therefor closed containers or conveyances which, shall be water-tight when hauling garbage. No person, except a garbage collector designated by the Mayor and Council, shall collect or remove garbage for any other person.
