(A) All poles, overhead wires, transformers and other aerial construction equipment or apparatus shall be erected in a substantial manner and shall be placed in rights-of-way, alleys and/or easements either private or of the city insofar as it is practical to do so.
(B) All wires shall be erected and maintained at such height as required by the National Electrical Safety Code.
