The municipality owns and operates the municipal electrical system through the Utilities Superintendent. The governing body, for the purpose of defraying the cost of the care, management and maintenance of the municipal electrical system may each year levy a tax not exceeding the maximum limit prescribed by state law, on the actual valuation of all real estate and personal property within the corporate limits that is subject to taxation. The revenue from the said tax shall be known as the Electrical Fund and shall remain in the custody of the Municipal Treasurer. The Utilities Superintendent shall have the direct management and control of the municipal electrical system and shall faithfully carry out the duties of his or her office. He or she shall have the authority to adopt rules and regulations for the safe and efficient management of the electrical system subject to the supervision and review of the governing body. From time to time the governing body shall, by resolution, define the various classes of users of electricity and set a schedule of rates applicable to each class. At least three copies of the schedules currently in effect shall be kept on file in the office of the City Clerk for the use and examination of the public.
