No fire equipment shall be taken or go outside the city for the purpose of firefighting or other purposes, except under rules and regulations prescribed by the Chief of the Fire Department and approved by the City Council. In no event shall equipment be used for firefighting or other purposes outside the city to such an extent as will leave inadequate equipment immediately available at all times for the protection of property and persons within the city.
