(A) Building permit issuance. No building permit shall be issued for any new structure, or change, improvement, or alteration of any existing structure, on any tract of land subdivided subsequent to the adoption of this chapter which does not comply with all the provisions of this chapter.
(B) Transfer or sale of parcels. No owner, or agent of the owner, of any parcel of land located in a proposed subdivision shall transfer or sell any such parcel before a plat of such subdivision has been approved by the Planning Commission, in accordance with the provisions of this chapter, and filed in the office of the County Clerk.
(C) Subdivisions less than ten acres. The subdivision of any lot or any parcel of land of less than ten acres by the use of metes and bounds description for the purpose of sale, transfer or lease with the intent of evading this chapter, shall not be permitted. All such described subdivisions shall be subject to all of the requirements contained in this chapter.
(D) Penalty. Any person, firm or corporation who fails to comply with, or violates, any of the regulations of this chapter shall, upon conviction thereof, be fined and/or imprisoned as provided by law for misdemeanors and, in addition, shall pay all costs and expenses involved in the case. Each day a violation continues shall be considered a separate offense.
