§ 159.036 GENERAL PLATTING PROCEDURE.
   For all cases of subdivision within the scope of this chapter, a plat of land in question shall be drawn and submitted to the MAPC and/or governing body for their approval or disapproval, as provided below.
   (A)   Classification. A proposed subdivision may be classified as a major or minor subdivision (as defined in § 159.021 of this chapter) and processed as follows:
      (1)   Minor subdivision.
         (a)   Sketch plan; and
         (b)   Record plat.
      (2)   Major subdivision.
         (a)   Sketch plan;
         (b)   Preliminary plat; and
         (c)   Record plat.
   (B)   Official recording. No plat or other land subdivision instrument shall be filed in the office of the County Clerk until it shall have been approved by the MAPC, and by the City Council as hereinafter set forth. All record plats shall be filed within two years of the date of governing body approval, and no lots shall be recorded as transferred by the County Clerk regarding any record plat until the record is filed. Failure to record the plat within two years of the date of governing body approval shall void all approvals thereto.
   (C)   Plat vacation. Plats may be vacated by owner or governing body in accordance with the statutes of the state.
   (D)   Agenda. Each plat submitted for approval shall be placed on the agenda of the MAPC and governing body only after fulfilling the administrative procedures of this chapter. However, a plat not meeting all of the administrative requirements may be placed on the agenda, provided the subdivider presents with the plat a written request for specific exemptions and enumerates in detail the reasons therefor.
   (E)   Official submission dates. For the purposes of this chapter, for both major and minor subdivisions, the date of the regular meeting of the MAPC or governing body at which the proposed subdivision is first discussed shall constitute the official submittal date of the plat at which the statutory period required for formal approval or disapproval of the plat shall commence to run.
   (F)   Filing fee. To defray partially the costs of notification and administrative procedures, a fee shall be paid to the City Clerk at the time of submission in an amount according to the fee schedule as contained in Appendix C, at the end of this chapter.
