(A) Compliance with official comprehensive plan. By the adoption of this chapter, it is hereby declared as public policy that the subdivision and subsequent development of land shall be subject to the terms of this chapter for the accomplishment of high quality community development through orderly, planned, efficient, aesthetic and economical subdivision in accordance with the official comprehensive plan.
(B) Character of land. Land to be subdivided shall be of such character that it can be used safely for building purposes without danger to health or peril from fire, flood or other menace nor unnecessarily subject existing development to such danger or peril. It is further intended that land shall not be subdivided until proper provision has been made for drainage, water and sewerage.
(C) Public improvements. The existing and proposed public improvements shall conform to and be properly related to the features of the official comprehensive plan, the major street and thoroughfare plan, the sewer and water plan, all other adopted plans for specific aspects of the community, and adopted capital programs and budgets.
