The following uses may be permitted only if authorized by obtaining a conditional use permit as provided in this chapter, or after the Planning Commission has approved the site plan:
(A) All uses so limited for R-1 Districts in this chapter;
(B) Home for the ambulatory ages;
(C) Convalescent home, rest home and nursing home, limited to housing of not more than five persons in addition to the owner or manager and his or her family; and
(D) Mortuary.
