The board shall:
A. Have control of the library, subject to the city council and mayor;
B. Buy books and other supplies necessary for the operation of the library;
C. Receive gifts of money, books or other property which may be used or held in trust for the purpose or purposes given; and
D. Pay all expenses upon claims itemized and filed with the city clerk-treasurer as any and all other claims are filed, except that the funds shall be paid to the library board and by it delivered to the various claimants therefor. (1985 Code § 11-302)
