It is unlawful for any oil operator, individual oil company or person to drill for oil or gas inside the city limits on any drilling unit or location unless 50% of the total acreage inside the drilling unit or location has been voluntarily leased by the lawful record owners to oil operators, oil and gas brokers, oil companies, or to a person engaged in the oil and gas business.
