The requirements, provisions and purposes of this chapter shall apply to all property owned by the city or any other public agency; provided, however, designation pursuant to this chapter shall not affect the validity of prior actions of the City Council approving plans, programs or authorizations for public trusts, agencies or authorities of the city without an express amendment of such plan, program or authority.
