No gasoline or other volatile substance shall be delivered by any wholesale company, agent, jobber, person, firm or corporation to any service station engaged in the retail sale of such product within the city in a truck, tank wagon or transport with a total capacity of more than 8,500 gallons, unless such service station has been especially equipped for the delivery and storage of such products in larger quantities, in which event the total capacity of such trucks, tank wagons or transports and storage facilities will be increased.
