11-1-1: PURPOSES:
   A.   Scope Of Regulations: Subdivision is the process through which raw land is converted into buildable sites for residential, commercial and industrial uses. The physical arrangement of these lots along with provisions for streets, alleys, utilities, schools, parks and other community facilities will in large part determine the quality of life in the community and, therefore, of public interest. The regulation of land subdivision is widely accepted as a function of municipal and county government. Such regulations establish standards that ensure that the growth of urban areas will reflect sound planning and will not be detrimental to the community.
   B.   Purposes: This title is adopted for the following purposes:
      1.   To protect and provide for the public health, safety, and general welfare of Holdenville and the surrounding area of Hughes County.
      2.   To implement the comprehensive plan.
      3.   To provide for adequate light, air and privacy, to secure safety from fire, flood and other danger, and to prevent overcrowding of the land.
      4.   To protect and conserve the value and desirability of land and neighborhoods throughout the community.
      5.   To guide public and private policy and action in order to provide adequate and efficient transportation, water, sewage, schools, parks, playgrounds, recreation and other public requirements and facilities.
      6.   To provide that the cost of improvements that primarily benefit the tract of land being subdivided be borne by the owners or developers of the tract, and that the cost of improvements which primarily benefit the whole community be borne by the community as a whole.
      7.   To establish reasonable standards of design and procedures for subdivisions and resubdivisions.
      8.   To ensure proper legal descriptions, monumenting of land, and adequate and accurate platting and records of land subdivision.
      9.   To harmoniously relate the development of the various tracts of land to the existing community and facilitate the future development of adjoining tracts.
      10.   To encourage the wise use and management of natural resources throughout the municipality in order to maintain and enhance the integrity, stability and beauty of the community and the value of the land.
      11.   To preserve the natural beauty and topography of the municipality and to ensure appropriate development with regard to these natural features.
      12.   To establish a subdivision process that is as expeditious and efficient as possible. (Ord. 594, 8-5-1997)
