A city planning commission is hereby created. It shall consist of five (5) appointive members, all of whom shall be residents of the city. The five (5) appointive members shall be appointed by the mayor with the consent of the council, and shall serve for terms of three (3) years, the terms to be from July 1 to June 30, or until their successors take office. All such term appointments thereafter shall be for a period of three (3) years. Appointments to fill vacancies occurring during a term shall be for the unexpired term only. When the commission is first appointed the terms of one-third (1/3) of the members shall be for three (3) years, one-third (1/3) for two (2) years and one-third (1/3) for one year.
