Beginning October 1, 1983, for every fine of ten dollars ($10.00) or more collected by the municipal court, two dollars ($2.00) shall be set aside for the state law enforcement officers' training fund. The city clerk-treasurer, beginning January 1, 1984, and every quarter thereafter, shall deposit the monies set aside from the previous quarter pursuant to the first sentence of this section into the state law enforcement officers' training fund.
