Any application for a commercial medical marijuana permit shall be accompanied by a nonrefundable application fee in an amount established by the city. After the application review period, if the city deems the application to be complete, a nonrefundable permit fee in an amount established by the city will be due prior to the issuance of the commercial medical marijuana permit.
