§ 32.005 POWERS AND DUTIES.
   The Commission shall prepare and recommend to the Council for adoption a comprehensive plan for the physical development and betterment of the city. In conducting its work, the Commission may consider and investigate any subject matter pertaining to the development, betterment and zoning of the municipality and make recommendations as it may deem advisable concerning the adoption thereof by the Council. The Commission may make or cause to be made surveys, studies, maps and plans for the conduct of its activities, and before final action is taken by the Council on the location or design of any public buildings, statues or memorials, parks, or boulevards, streets, alleys, playgrounds, public grounds, bridges or any change in the location of any street or alley, the question shall be submitted to the Commission for investigation and report. The Commission shall have the power and duty to review plans, specifications and site plans to be furnished by the applicant prior to the issuance of building or property permits, which shall conform to city codes and ordinances and be in accordance with the planning requirements of the city. The review of single-family dwellings shall not be undertaken by the Commission but shall remain the responsibility of the building inspector. In reviewing plans, specifications and site plans, the applicant for the review and the Commission in approving or denying the application shall use a form substantially complying with Exhibit A attached and incorporated to the ordinance codified herein by reference.
